Hugo actions template including a demo site

Setup

1. Grab the test script from /bin
2. Grab the yaml files from .gitea
3. If your actions runners don't have a hugo-latest tag, grab the container klakegg/hugo:ext-alpine-ci, or really any other alpine based hugo container, you may need to edit what packages it grabs based on the container you're using
