Hugo actions template including a demo site

### Setup

1. Grab the test script from `/bin`
2. Grab the yaml files from `.gitea`
3. If your actions runners don't have a hugo-latest tag, grab the container `klakegg/hugo:ext-alpine-ci`, or really any other alpine based hugo container, you may need to edit what packages it grabs based on the container you're using
